Job Summary

 

Provides database systems expertise and program analysis for Refugee Services. Assists leadership in planning and implementation of program activities.

 

Duties and Responsibilities

  1. Maintain current knowledge of Refugee Employment’s and Resettlement Service’s client data base systems and participate in installation, testing, and modification, when necessary, in accordance with contract, organization and accreditation standards and guidelines.
  2. Design and maintain state-wide client database (client data file) as required by Department Health of Human Service- Refugee Assistance Program (DHHS-RAP).
  3. Collaborate and maintain ongoing communication with program staff and DHHS-RAP representatives to implement accurate data collection and analysis.
  4. Serve as primary liaison with Information Technology staff in resolving technical system issues.
  5. Participate in developing, monitoring and evaluating technology systems to assure successful tracking of financial and operational performance measures.
  6. Assist with cost allocations and tracking to assure compliance with OMB Circulars A-110, A-122, and A-133 as required by the program’s grants and contracts.
  7. Provide monthly statistical analysis for program and organization; maintain information integrity and security.
  8. Compile and analyze data and record statistics related to consumer activity; maintain timely and accurate reporting.
  9. Analyze monthly program financial variance reports and report issues to department leadership.
  10. Create, design and update forms and procedures for inter-organization statistical reports.
  11. Provide consultation and training for users to maximize effective and efficient use of client database and to support program objectives.
  12. Assist in creating quarterly employment narrative reports and correspondence for program statistics, and in preparation of subcontractor’s audit reports.

Job Qualifications

 

Education, Training, and Licensure/Certification

  • Bachelor’s degree in statistics, applied statistics, mathematics, econometrics, data science.

 

Experience

  • Minimum two years’ experience managing database reporting and maintenance.
  • Previous experience performing financial and program analysis work in refugee or community services program preferred.

 

Knowledge Skills and Abilities

  • Advanced proficiency in Excel and other reporting and database systems.
  • Excellent data-entry and proofreading skills.
  • Ability to perform detailed processes accurately.
  • Ability and willingness to work in a multicultural environment. Ability to demonstrate compassion and patience towards persons served.
  • Ability to speak, read and write fluent English with good oral and written communication skills. Ability to prepare letters, summaries and reports using prescribed format and conforming to rules of punctuation, grammar, diction and style.
  • Ability to interact effectively and professionally with staff, clients, community and business organizations and governmental agencies.
  • Excellent analytical skills with advanced ability to understand, analyze and interpret statistical and financial data. Ability to apply practical mathematical applications such as percentages, ratio and proportion, and algebra.
  • Ability to identify appropriate and creative methods to enhance efficiency of collecting data. Ability and willingness to work as part of a team in achieving common goals.
