AFFORDABLE LIVING 14-unit APARTMENT COMPLEX PROPERTY MANAGER - Lansing, Michigan

For reference, Samaritas Affordable Living at Alison House offers 14 apartments (10 one-bedroom and four two-bedroom) for physically disabled, low-income persons who are capable of living independently, with or without a live-in aide. Rent is subsidized by the federal Department of Housing and Urban Development (HUD).

The PROPERTY MANAGER we seek will provides overall leadership and administration of the affordable living property’s operations, programs and services while managing our maintenance worker. Some specific duties include marketing vacant apartments to prospective residents, determining and certifying resident eligibility, act as a liaison between residents & families, investigate and resolve complaints and disturbances; maintain financial and resident records. A day in the life could be a Monday, Wednesday, Thursday 8am - 3pm schedule; checking emails, meeting with residents, collaborating with our maintenance worker to be sure the property is being kept clean & safe; Thursdays are dog therapy days, currently. This PART TIME position has a pay rate of $24.00 PER HOUR. Hours are flexible, weekdays. No weekends or holidays. On-call based on resident needs.

Job Expectations (Essential Functions, Specific Duties and Responsibilities):

1. Coordinates with contract requirements and Division Policies and procedures, implement written operational guidelines for the daily administration and management of the affordable living property’s physical site, programs, and services. Administering the guidelines for one HUD funding source.
2. Ensure that operations meet all regulatory and quality assurance standards including but not limited to (MI) OSHA, state Landlord & Tenant regulations governing Affordable Living operations, local ordinances, Department of Housing and Urban Development (HUD), resident rights, and Samaritas organization policies and procedures.
3. Develop, maintain, and communicate written policies/procedures governing activities and services of the affordable living property.
4. Participate in the development of new programs/services consistent with the goals of the division and the mission of Samaritas. Establish, monitor, and implement goal setting, outcome measurements and quality improvement processes related to service delivery.
5. Assist with the preparation of the property’s annual operating budget and recommend capital expenditures.
6. Market vacant apartments to prospective residents through various means of advertising. Determine and certify eligibility of prospective residents in accordance with contract guidelines and standards. Annually certify all residents in accordance with HUD contract guidelines and standards.
7. Act as liaison between persons served, families and responsible parties. Investigate complaints, violations and disturbances; resolve complaints in accordance with established procedures.
8. Collect applications, rental fees and other monies; maintain financial and resident records and reports as required.
9. Work with appropriate professional associations/groups, governmental/social service agencies, and community councils to meet service objectives and to interpret the work of the division and represent the organization.

Job Qualifications:

Education, Training, and Licensure/Certification

• Associate Degree in human services, business administration, community services, or related field preferred.
• Two years/ experience in a housing setting preferred.

Experience

• Supervisory experience preferred.

Knowledge Skills and Abilities

• Knowledge of HUD Policies and procedures related to senior, family, and persons with disability’s affordable living.
• Ability and willingness to display compassion and empathy towards vulnerable adults.
• Ability to function independently with minimal direct supervision.
• Ability to work professionally and effectively with residents, staff, community and governmental agencies and general public.
• Ability to define problems, collect data, establish facts and draw valid conclusions.
• Ability to read, speak and write English; prepare business letters, summaries and reports using prescribed format and conforming to rules of punctuation, grammar, diction and style.
• Ability to effectively utilize computer software including word processing and spreadsheet programs, HUD software and web-based applications.
• Ability to read, understand and analyze basic financial reports and budgets.
• Ability to accurately complete complex math computations
• Ability to work extended hours.
• Statewide travel for training required.
