🏘️ Regional LIHTC Manager – Lead the Future of Affordable Housing

This is a newly created hybrid position that will oversee all of our tax credit properties and property managers, located in Monroe, Adrian, Grand Rapids, Muskegon and Spring Lake. 
Plan to have an intermittent on-site presence at these properties, knowing this full time role will require across-state travel.

We are seeking a passionate and strategic Regional Low Income Housing Tax Credit (LIHTC) Manager to lead compliance, operations, and performance across our portfolio of affordable housing communities. In this high-impact role, you will be the driving force behind ensuring LIHTC program integrity, supporting site teams, and partnering with stakeholders to deliver housing stability to those who need it most. You’ll lead with purpose, navigate complex regulations with confidence, and help shape the future of affordable housing.

 

The Regional LIHTC Manager is responsible for the direct supervision of all Low-Income Housing Tax Credit (LIHTC) properties and property managers. This leadership role ensures operational excellence, regulatory compliance, and staff development, coordinating administrative functions, training staff on current policies and procedures, and represeing Samaritas in industry and community engagements.

Core Responsibilities

 

Program Oversight

 

  • Oversee LIHTC property operations to ensure compliance with agency, housing division, and regulatory guidelines.
  • Implement and monitor quality assurance standards across properties.

 

Training and Development 

 

  • Train property managers and staff on LIHTC policies, procedures, and compliance requirements.
  • Promote continuous learning and professional development.

 

Compliance and Documentation

 

  • Ensure accurate documentation and reporting in accordance with LIHTC and other housing regulations.
  • Maintain high standards of compliance across all properties.

 

Stakeholder Engagement

 

  • Represent Samaritas housing services at industry meetings and community events.
  • Act as liaison for property boards and external partners.

 

Team Management and Development

 

  • Supervise and support property managers across assigned regions.
  • Foster a culture of accountability, collaboration, and continuous improvement.

 

Performance Metrics and Reporting

 

  • Monitor and report on property performance, occupancy rates, and compliance metrics.
  • Identify areas for operational improvement and implement corrective actions.

 

Collaboration & Partnerships

 

  • Build and maintain relationships with professional associations, social agencies, and community councils.
  • Advocate for the benefits of subsidized housing to resident populations and stakeholders.

Education

 

  • Bachelor degree in Business, Public Administration, Human Services, or related field; or equivalent education and experience preferred.

 

Experience

 

  • Minimum of three years' experience in federally subsidized housing administration and property management, with direct responsibility as a site manager preferred.

 

Working Conditions

 

  • Combination of desk and field work.

 

Work Environment

 

  • Hybrid work environment with the option to work from a home office and periodic travel to Samaritas office locations for meetings, training, events, and team interactions.
